AI Data Center Investments in Korea Face Grid, Local Bottlenecks

Out of 522 AI data center applications in the Seoul metropolitan area from August 2024 to March 2026, only 10 projects (1010MW) received final approval due to severe grid constraints. A new AI Data Center Industry Promotion Act, effective March 2027, will exempt non-Seoul metropolitan area facilities from grid impact assessments, with specific criteria pending.

Our take

Will AI data centre demand in Korea create business for battery storage and on-site generation?

Some, but far less than the announced pipeline implies: storage and on-site generation demand follows the few projects that clear grid and local approval, not headline investment.

In favour, data centres need grid reinforcement, storage and on-site generation as part of the build, so every project that proceeds carries this demand. Against, most capital-region applications fail the grid impact assessment, residents already object to emergency generators, and whether storage or on-site generation improves a project's chances in that assessment is not published. The balance turns on the presidential decree that sets the exemption scope outside the capital region, which will decide where buildable projects, and so this demand, end up.

What the source says
  • The Construction Research Institute of Korea diagnoses AI data centers not merely as buildings but as complex projects integrating power, mechanical, electrical, plumbing (MEP), energy, environment, and regional infrastructure.
  • High-density racks and cooling systems for AI computation demand significantly more power and water than general data centers, leading to grid burden and cost increases.
  • Out of 522 data center applications in the Seoul metropolitan area, 243 received 'supply possible' rulings, but only 24 advanced to main review.
  • Resident concerns over water intake/discharge for cooling, equipment noise, heat island effect, and emergency generator risks are causing project cancellations or redesigns.
  • Data centers are currently classified as broadcasting and telecommunication facilities under the Building Act Enforcement Decree, allowing construction in most zones without separate resident consultation or environmental impact review, except for some residential areas.
  • 101 out of 161 domestic data centers (62.7%) are concentrated in the Seoul metropolitan area.
  • The AI Data Center Industry Promotion Act was promulgated in June 2026 and is scheduled to take effect in March 2027.
  • The Seoul City District Chiefs' Association passed a proposed amendment to the Building Act, mandating architectural review for data centers and restricting their location in some residential areas.
  • Geumcheon-gu introduced a resident-participation review system for data centers, requiring majority consent from residents within a 200m radius of the site and expert review.
  • The Construction Research Institute of Korea advises construction companies to assess marketability based on execution conditions like grid connection contracts, actual power reception dates, long-term customer contracts, financial agreements, major permits, equipment orders, and resident acceptance, rather than just announced investment sizes.
  • AI data centers create demand for associated infrastructure such as transmission/substation reinforcement, energy storage systems (ESS), self-generation, water/wastewater treatment, and access roads.

For investors — Storage and on-site generation developers: Size the opportunity on projects that have passed the grid impact assessment and secured local consent, not on applications or announced investment; expect on-site generators to face the same local scrutiny as the data centre.

Lenders: Treat location as a credit factor: capital-region sites carry grid refusal risk, while sites outside the capital region depend on an exemption scope that is not yet defined.

Watch: Monitoring the specific presidential decree defining the capacity and scope of grid impact assessment exemptions for non-Seoul metropolitan area AI data centers under the AI Data Center Industry Promotion Act.
