Korea's 2027 budget proposal earmarks KRW 9 trillion for 10 GW of transmission-side storage by 2030

Korea's 2027 budget proposal adds a programme to support building transmission-side energy storage: KRW 572.4bn in 2027 and KRW 9.0 trillion through 2030 for about 10 GW, the largest new line in its power-grid package. Storage for sunshine income villages more than doubles to KRW 234.7bn, and KEPCO receives KRW 500bn of new equity. All amounts are a government proposal until the National Assembly votes in December 2026.

Our take

Who benefits from Korea's 10 GW transmission-side storage budget, contracted or merchant storage investors?

Korea's 2027 budget proposal earmarks funds for about 10 GW of transmission-side storage by 2030, but whether contracted or merchant storage investors benefit depends on a procurement route that has not been published.

Only two routes are realistic, either long-term contracts with fixed payments and exchange dispatch or construction support with sales into the mainland wholesale market. For merchant investors the second pays only if reforms such as a mainland renewable bidding market and a reserve market are in place by 2030.

What the source says
  • The government's 2027 budget proposal, published by the Ministry of Planning and Budget, lists transmission-side ESS construction at KRW 572.4bn in 2027 and KRW 9.0 trillion through 2030 to build about 10 GW of storage. It does not say how the programme will be procured or who will own and operate the assets.
  • The Ministry of Climate, Energy and Environment lists the line as a 'transmission-side ESS construction support' programme, at KRW 572.4bn for 2027.
  • Grid stabilisation spending in the 2027 proposal totals KRW 610.8bn: transmission-side ESS KRW 572.4bn, power-quality equipment KRW 36.0bn and ESS for virtual transmission lines KRW 2.4bn (Ministry of Planning and Budget).
  • KEPCO receives KRW 500bn of new equity, raising its paid-in capital from KRW 3.2 trillion to KRW 3.7 trillion (Ministry of Planning and Budget).
  • Storage linked to sunshine income villages (community solar) rises from KRW 98.4bn in 2026 to KRW 234.7bn in 2027, and from 21 to 50 sites.
  • On the mainland, storage in the central contract market is paid a fixed amount covering its total investment over the contract and runs on the exchange's dispatch instructions, without arbitrage (Korea Power Exchange).
  • The government's November 2025 plan for a next-generation grid sets out power-market changes in stages: a mainland renewable bidding market in 2027-2028 and a review of a reserve market from 2029. No firm dates have been published since.

For investors — Contracted storage investors should wait for the programme rules and contract terms before positioning, since 10 GW by 2030 becomes a multi-year contract pipeline only if the programme runs through long-term contracts.

Merchant storage investors and optimisers should judge the programme by the 2030 market rather than today's thin mainland spreads, and track when the mainland renewable bidding market and a reserve market open.

Watch: National Assembly vote in December 2026; programme rules for transmission-side ESS: procurement route and contract terms; market rule reform: dates for a mainland renewable bidding market and a reserve market, and how contracted and merchant storage are dispatched.
