Korean RE associations urge KPX to reform grid operation rules

Four renewable energy associations submitted a proposal to the Korea Power Exchange (KPX) urging revisions to electricity market and grid operation rules to address disproportionate curtailment burdens on solar and wind power.

Our take

Will Korea compensate solar and wind generators for curtailment?

Korea is not set to compensate solar and wind generators for curtailment, since the June 2026 call came from industry groups and the September grid plan makes being curtailed first a condition of early connection.

None of the groups' rule proposals to the exchange is itself a compensation scheme, and they asked for a legal basis that does not yet exist. What would change this is whether the exchange and the ministry take up those proposals or draft that legal basis.

For investors — Solar and wind developers should underwrite curtailment as uncompensated, especially for flexible connections that accept being curtailed first.

Lenders should size debt on that uncompensated case until a compensation rule is published, not on the industry proposal.

Watch: The Korea Power Exchange (KPX) and the Ministry of Climate, Energy and Environment's official response to the submitted rule revision proposal.
