Korea to unveil carbon market stabilization intervention prices

Korea's Ministry of Climate, Energy and Environment is preparing to announce intervention prices for its Market Stabilization Reserve (K-MSR) to stabilize carbon allowance prices. The government plans to release multiple proposals to industry for feedback, with a goal to announce prices by year-end 2026 and operate the system from January 2027.

Our take

Will Korea's planned carbon market price band cap allowance costs for power generators?

Korea's planned market stability reserve is meant to dampen, not fix, the allowance costs of coal and gas generators from January 2027, and how far depends on intervention prices still unpublished.

Supply is tightening as the 2026-2030 cap falls and the power sector's paid share rises, so where the upper intervention price is set will decide how much of any further price rise generators carry.

What the source says
  • The K-MSR system will stabilize carbon allowance prices by supplying additional reserves if prices exceed an upper threshold and reducing auction volumes if prices fall below a lower threshold.
  • The paid allocation ratio for the power sector will be gradually expanded.
  • The price of 2025 emission allowances (KAU25) rose from 10,700 KRW/ton in January 2026 to 27,900 KRW/ton in August 2026, an approximately 2.6-fold increase.
  • The price of 2026 emission allowances (KAU26) was 29,500 KRW/ton in September 2026 and 30,150 KRW/ton on October 21, 2026.
  • Park Hyun-shin Park Hyun-shin, team leader at Eco-Eye Carbon Market Research Department, stated that the K-MSR provides a safety net for the power industry by supplying reserves if prices exceed the upper limit during auction overheating.
  • Park Hyun-shin Park Hyun-shin also stated that the K-MSR will improve cost predictability for companies, allowing them to estimate procurement costs and plan mid-to-long-term reduction investments based on annual price benchmarks.

For investors — Investors in Korean gas and coal generation should set allowance cost cases against the upper intervention price once it is published, not against this year's auction prices.

Lenders to gas and coal plants should treat allowance costs as uncapped until the band is published, since the ministry will first share several options with industry.

Watch: Government announcement of K-MSR intervention prices.
