Korea unveils grid innovation to integrate 100GW+ renewables by 2030

Korea's Ministry of Climate, Energy and Environment presented a power grid innovation plan to the Cabinet meeting on September 29, 2026, aiming to accommodate over 100GW of renewable energy by 2030. This plan includes lifting grid connection restrictions in the Honam region from October 1, 2026, and resuming new project applications in January 2027.

Our take

Who benefits from Korea's grid connection reform, solar developers or VPP operators with storage?

VPP operators gain most from Korea's grid connection reform, because the plan makes them operators of distribution-grid storage from 2027, while solar developers on saturated grids trade faster connection for curtailment or export limits.

Non-firm access lets more solar onto saturated lines than they can carry at midday, and the plan names VPPs as operators of the distribution-grid storage that absorbs that surplus. How much they gain depends on how operators are selected and paid, which the plan does not set out.

What the source says
  • Ministry of Climate, Energy and Environment The Ministry of Climate, Energy and Environment will lift the designation of grid-managed substations in the Honam region on October 1, 2026.
  • New project applications will resume from January 2027 under revised connection rules.
  • Non-firm access — connecting above hosting capacity, with the network operator curtailing output when lines are full — will allow distribution lines to connect 16MW of solar (up from 14MW) and substations to connect 60MW (up from 50MW).
  • Flexible connection is expected to enable an additional 2.6GW of solar PV capacity in the Honam region without new grid construction.
  • The self-managed connection rule, to be fully implemented next year after a pilot this year, will allow developers to install renewable capacity of 2–3 times their grid allowance, using ESS to keep exports within the limit. The plan adds that this works only where the developer's ESS is economic.
  • Average curtailment in 2025 was 0.18% for solar and 0.30% for wind, but the plan notes that some operators in Honam and Jeju may face heavy curtailment in spring and autumn.
  • By 2030, Non-Wire Alternatives (NWAs) using ESS aim to add 3GW of solar PV via distribution grid ESS and 1.6GW via substation ESS.
  • Distribution-grid ESS will be installed and operated by VPPs, charging and discharging according to grid conditions, from the first quarter of 2027. The 3GW is split between general projects (1.5GW) and sunshine income villages (1.5GW).
  • About 9GW of grid connection rights has already been recovered from speculative projects. Long-delayed projects will now have their connection dates adjusted in advance; in Honam, the ministry expects this to free more than 10GW by 2030, mainly from delayed offshore wind projects.
  • For projects entering after 2031, grid connection rights will be allocated based on a realistic project implementation rate of 67.2%, rather than assuming 100%.
  • Connection reviews will assume that renewables run ahead of coal and LNG plants, as they do in actual grid operation, rather than behind them. The ministry expects this to make room for about 20GW more renewables nationwide by 2030.
  • From January 2027, grid connection rights will be awarded through competitive bidding linked to the reformed Renewable Portfolio Standard (RPS), replacing first-come, first-served. Projects will be evaluated together on economics, public benefit and grid conditions; winners receive a fixed-price contract and a grid connection right.
  • Ministry of Climate, Energy and Environment The government plans a scheme under which KEPCO pays for shared distribution grid reinforcement upfront and later users share the cost by installed capacity, replacing the rule that the first connecting project pays in full. A study runs from August to October 2026, with KEPCO's rules to be amended by December 2026.
  • The Honam region's renewable hosting capacity is projected to rise from 37GW to 64GW at transmission level and from 18GW to 30GW at distribution level by 2030.
  • Existing waiting projects can apply for early connection from October 1, 2026.

For investors — VPP operators should treat distribution-grid storage on saturated lines from 2027 as their main opening in this plan, and wait for the selection and payment terms before valuing it.

Solar developers should design and price projects on saturated grids as solar plus storage where storage is economic, and consider a VPP partner to operate within curtailment and export limits.

Watch: KEPCO's amended grid-use rules (due November 2026) for the new connection auction, and the results of the self-managed connection pilot.
