Korea gives community solar priority grid access, but two-thirds of first-round villages need grid upgrades
Rep. Lee Cheol-gyu reported that 58 of the 86 sunshine income villages (community solar) selected in the first round, or 67%, need grid reinforcement before they can connect, 31 of them in Honam. From 16 December 2026, an amended Distributed Energy Act lets public-interest renewable projects of 1 MW or less connect to the distribution grid ahead of other distributed-energy businesses.
Our take
Who gains when Korea gives community solar priority on a saturated grid?
VPP operators that install and run storage for Korea's sunshine income villages gain most from community solar priority, because priority only reorders a saturated grid queue and the village solar stays with residents.
Most first-round villages are waiting on grid reinforcement, so the grid plan's village storage, not the priority itself, is what moves them to connection. What decides the operator's return is its cost share, which the programme still marks as under review.
What the source says
- An amendment to the Distributed Energy Act (Act No. 21941, promulgated 15 September 2026, effective 16 December 2026) allows public-interest renewable projects of 1 MW or less to be connected to the distribution grid ahead of other distributed-energy businesses. Qualifying projects include those run by residents near national backbone grid projects, those run by cooperatives in designated growth-promotion regions, and others to be set by presidential decree.
- The government's 2027 budget proposal (Ministry of Planning and Budget) expands sunshine income villages from 700 to 2,200 sites, with KRW 28.5bn of interest subsidy and a new KRW 24.9bn guarantee for village cooperatives.
- The 29 September 2026 grid plan targets 3 GW of additional solar in grid-saturated areas by 2030 through distribution-grid ESS: 1.5 GW for general developers and 1.5 GW for sunshine income villages. VPP operators install and operate the storage, charging and discharging according to grid conditions. A call for village ESS is planned for the second half of 2026, and VPP operation of distribution-grid ESS from the first quarter of 2027.
- Under the programme's published materials, village ESS would be funded 40% by central government, 30% by local government and 30% by the VPP operator, with one ESS serving five to six villages; this is marked as under review.
- Korean government The Korean government is promoting sunshine income villages to share solar power generation profits.
- Only 9 out of 86 (10.5%) selected villages were immediately actionable, having met all requirements including cooperative, site, funds, and grid.
- 77 out of 86 (89.5%) selected villages were conditional, requiring some requirements to be supplemented.
- Of the 77 conditional villages, 58 (75.3%) had remaining grid connection issues.
- 31 out of 58 (53.4%) villages with grid issues are concentrated in the Honam region.
- Korean government The government budget for sunshine income villages increased from 111.362 billion KRW in 2026 to 355.904 billion KRW in 2027.
- Korean government The community solar budget, supporting ESS in grid-constrained areas, is proposed at KRW 234.7bn for 2027, expanding from 21 to 50 sites.
- Korean government A loan guarantee support budget of 24.863 billion KRW was newly allocated for 2027.
- Lee Cheol-gyu Rep. Lee Cheol-gyu urged the government to prioritize grid reinforcement measures in vulnerable areas and thoroughly verify project feasibility and grid conditions, rather than merely increasing selection numbers.
For investors — VPP operators should prepare for the village storage call planned for the second half of 2026 and price it on the operator cost share once that is fixed.
Solar developers queuing in Honam should allow for qualifying community projects connecting ahead of them on the distribution grid from 16 December 2026.
Watch: Priority connection takes effect on 16 December 2026; the presidential decree defining further qualifying projects; the village ESS call planned for the second half of 2026.
